Three EU regulations are reshaping travel retail supply chains right now, not eventually.

This one's plain and practical rather than a legal briefing, because the detail matters less than the direction of travel. Most buyers aren't yet connecting these regulations to supplier choices in direct conversation, but they're already showing up in tender documents, supplier questionnaires and public sustainability reports. The window between a regulation passing and buyers feeling the pressure is closing, and for one of these three, it's essentially closed already.

PPWR: live now, not pending

The Packaging and Packaging Waste Regulation became fully applicable across all 27 EU member states on 12 August 2026, last month. Unlike the directive it replaces, it applies directly, no national transposition needed. It reshapes recycled content requirements, packaging minimisation rules and recyclability standards across the board. If your packaging conversations haven't already referenced it, they will soon.

ESPR: on track, and picking up pace

The Ecodesign for Sustainable Products Regulation entered force in July 2024 and is moving exactly as scheduled. The EU launched its Digital Product Passport registry in July 2026, and from the same month, large companies are banned from destroying unsold clothing and footwear. The Digital Product Passport is the bit worth watching closest, it links materials, components and suppliers to a specific product, which is precisely the kind of traceability that eventually reaches every category, not just apparel.

CSRD: narrower than expected, but still real

Worth being honest about this one, since the picture has genuinely changed. The EU's December 2025 Omnibus reform cut the Corporate Sustainability Reporting Directive's (CSRD) scope by roughly 80%. It originally looked set to cover close to 50,000 companies, it's closer to 10,000 now, limited to companies with 1,000 or more employees and €450 million or more in turnover. Reporting deadlines for most large non-listed companies were also pushed back two years. That's a genuine loosening, not a tightening, for a lot of the market.

But it doesn't disappear as a pressure point. The companies still in scope are the largest buyers in this channel, and Scope 3 reporting requirements flow straight down into their supplier questionnaires regardless of how many companies report directly. Fewer businesses filing CSRD reports themselves doesn't mean fewer businesses being asked to provide the data that feeds into someone else's report.
